The development of the pen industry and the construction of the Tonglu Pen Industry Innovation Service Complex in Zhejiang Province were investigated.
Fenshui Town, Tonglu County, Hangzhou City, Zhejiang Province is the hometown of Chinese pens, the manufacturing base of Chinese ballpoint pens, and the capital of Chinese gift pens. In 2018, Fenshui Miaobi Town was approved as the Tonglu Pen Industry Innovation Service Complex in Zhejiang Province. The town government used the foundation of the Fenshui pen-making regional industrial cluster, the technical support of university scientific research institutions and the government’s diversified policy support to provide technical services, innovation and The connotation construction of the complex is carried out by means of research and development, standardization construction, and achievement transformation, which provides important support for promoting the high-quality development of the pen-making block economy of water separation and enhancing the competitiveness of the industry.
